The biggest lesson from this project was that paperless is a handover problem before it's a forms problem. Inspectors don't abandon paper because a screen is faster, they abandon it because the screen tells them something paper couldn't, whether the car in front of them is actually clear. Every design decision got filtered through one question: does this make the inspector trust the release, not just record it? The defect chips weren't a data-entry convenience, they were the reframe. A sentence in a notes field is a memory; a chip pinned to a zone is a fact that can be counted, routed and closed. That shift, from describing a defect to locating one, was the real design challenge. The kiosk, the release gate, the verification return, those were just the vehicle to deliver it.
